Temporary HR/Payroll Assistant

Job Description

Job holder is responsible for administering assigned Locally Employed (LE) staff services at Post, including processing personnel actions; supporting the LE Staff compensation and benefits program; facilitating training programs; managing and ensuring compliance with local social security contributions; and managing HR data and reporting.  

  • Responsible for processing personnel actions for LE Staff. 
  • Conducts orientation sessions for new employees.
  • Manages the local Social Security and host-country income tax programs for LE staff by tracking time and attendance (T&A) reports, maintaining payroll records, and ensuring accurate and timely reporting. 
  • Manages processes for sick leave, maternity/paternity leave, childcare leave, and retirement by providing guidance on entitlements and assisting employees with completing and submitting forms to the Social Security Institute.
  • Manages and administers the LE Staff performance program. 
  • Acts as a primary timekeeper for the Embassy, overseeing and managing post's Time and Attendance (T&A) database.

This is a temporary position to cover an employee on paternity leave.

Requirements

  • Minimum three (3) years of experience in human resources or administrative field is required.
  • Completion of two years of general college studies is required.
  • Level 3 English/Estonian - Good working knowledge; speaking, reading & writing
  • Good working knowledge of local labor and social security laws, taxes.
  • Must have knowledge of Human Resources practices, including onboarding processes, benefits, retirement, compensation, recruitment, and performance management.
  • Proficiency in Microsoft Office applications.
  • Ability to understand and apply complex mathematical formulas to prepare statistical and analytical reports for data analysis is required.
  • Strong writing skills are necessary.
  • Training, presenting, briefing, and influencing skills are required.
  • Must have excellent customer service and communication skills.
  • Must be organized, detail-oriented, and capable of working effectively under pressure.
