The Maintenance Supervisor manages the Facilities Section maintenance staff under the supervision of the Local Facility Manager at Embassy Tallinn. The incumbent is responsible for coordinating and overseeing maintenance, repair, andpreventative maintenance operations for all U.S. Government owned and leased properties and is serving as Contracting Officer's Representative (COR) for commercial, residental, and facilities service contracts.
Maintenance, Repair, and Installation: Coordinates and performs routine, preventative, and emergency maintenance at all U.S. Government-owned and leased properties in accordance with preventative maintenance schedules, covering systems such as electrical distribution, emergency generators, HVAC, and life safety equipment. Guides maintenance staff and contracted vendors to ensure all installations and repairs comply with U.S. and local codes and standards across all trades, including carpentry, plumbing, electrical, HVAC, painting, masonry, welding, and generators. Coordinates and oversees housing "make readies" for all embassy residential properties, serving as a quality inspector across all trades.
Administration and Procurement: Manages work orders through GMMS and the Archibus IWMS, oversees procurement activities including BPAs, petty cash, and purchase card purchases, and drafts technical specifications in compliance with U.S. Government procurement regulations. Serves as a Contracting Officer's Representative (COR) for make-readies, preventative maintenance contracts, and renovation projects, including drafting weekly progress reports, issuing completion certificates, and making recommendations on contractor performance. Directly supervises four maintenance staff across all trades, approving leave, managing schedules, and conducting annual performance evaluations.
Customer Service: Ensures responsive, professional communication with all customers through written and oral channels, managing challenging situations independently or escalating to the supervisor as appropriate. Monitors subordinate staff to uphold the same customer service standard and follows up with customers as needed to assess performance and identify improvements.
Applicants must hold a 3-year college or vocational/technical degree in Mechanical, Electrical, or Civil Engineering, or Facility Management, and possess at least four (4) years of experience in construction management, including a minimum of six (6) months of experience as a technical team leader or supervisor in construction, facility maintenance, or building operations.
Candidates must demonstrate excellent working knowledge of field engineering, civil, electrical, and mechanical building and construction practices, as well as familiarity with relevant local legal codes and standards. Strong organizational and communication skills are essential, including the ability to draft concise analytical reports, manage schedules, and communicate effectively both orally and in writing.
Full fluency in both English and Estonian is required, including speaking, reading, and writing proficiency in both languages. Applicants must also hold a valid category B driver's license with a minimum of five (5) years of driving experience.
Following appointment, the successful candidate will be expected to complete position-specific trainings and Department of State Leadership courses, among others.
