The Open-Air School is a state primary school managed by the Ministry of Education and Research for students with special educational needs due to mental disorders. Students are accepted for the minimum necessary time who, due to their disability or other disorder, require specific special education organization and the implementation of resource-intensive support measures.
From July 1, 2025, the Open-Air School will organize teaching for students on the closed children's institution service to acquire basic education at the Valgejõe and Emajõe learning centers.
