The rapidly growing settlement of Maardu in Harjumaa was granted township rights in 1951. In 1962, the township of Maardu was administratively subordinated to the city of Tallinn, and the industrial town was included in the then Mererajoon district. On July 17, 1980, Maardu township received city status, but its subordination to Tallinn's Mererajoon remained. It was not until November 7, 1991, that the city of Maardu became an autonomous local government in re-independent Estonia.
