Temporary Budget Analyst and Program Specialist

Job Description

The employee serves as United States Military Group (MILGP) budget analyst and program specialist for Humanitarian Assistance (HA) programs. Develops, executes, revises, and implements the MILGP operational budgets. Responsibility is comprehensive from management to financial planning, to allotment accounting, execution, voucher auditing, monitoring of the execution of ICASS, management of temporary duty travel in both Defense Travel System and E2. The employee is the Mission’s leading LES subject matter expert on U.S. Defense budgeting for the MILGP and other budgeting programs related to U.S Security Cooperation in Estonia. Oversees Embassy’s annual (HA) projects, from conceptualization to execution. The employee supports and oversees security assistance and security cooperation projects as required. Serves as liaison for USG with Estonian national and municipal representatives in support of projects.  Supervises contract awarding process. Coordinates public relations during and after project completion, in tandem with host nation, Embassy, and USEUCOM public affairs entities.

Requirements

  • University Degree in business, accounting, finance, economics is required.
  • At least four years of progressively responsible experience dealing with program management and budget preparation/execution, accounting; experience with US Government and military environment; translation and interpretation of English-Estonian.
  • Level IV (fluent) English and Estonian language proficiency is required in speaking, reading, and writing and knowledge of technical terms relevant to the position.
  • Position requires a thorough working knowledge of program management principles, including strategic program development, and accounting acumen and knowledge.
  • Extensive experience with Microsoft Office, expert user of Excel spreadsheet software required. Demonstrated ability to work using English as the primary language of communication (written and oral). 
  • Must possess category-B Driver’s License.
