What you'll do:

We are looking for an experienced IT Applications Services Manager, Baltics. This is an excellent opportunity for a passionate IT leader to play a key role in ensuring reliable, secure, and cost-effective delivery of IT Application Services across the Baltics. In this role, you will manage the application services portfolio, lead service performance and operations, and directly contribute to the delivery and continuous improvement of application services, ensuring alignment with business and strategic objectives.

Main Functions and Responsibilities:

Strategy & Governance

  • Define and maintain the IT Applications Services strategy aligned with business objectives.
  • Establish and continuously improve standards, policies, and functional area requirements for IT Application Services.
  • Prioritize IT Application Services initiatives based on business value, risks, and available capacity.
  • Manage the IT Applications Services portfolio and lifecycle (planning, optimization, retirement).
  • Ensure compliance with internal policies, security requirements, and regulatory standards.

Service Delivery & Operations

  • Ensure stable and efficient delivery of IT Application Services in line with agreed SLAs.
  • Oversee incident, problem, change, and release management processes.
  • Monitor service performance, availability, and usage, and drive proactive improvements.
  • Ensure IT service continuity and Disaster Recovery readiness.
  • Participate in the resolution of major incidents and critical service issues.
  • Contribute to root cause analysis and implementation of corrective actions.

Service Ownership & Contribution

  • Ensure an effective IT service ownership model is in place and functioning across all managed IT Services.
  • Collaborate closely with IT Service Owners to ensure end-to-end service accountability.
  • Support resolution of complex incidents and service issues.
  • Contribute to key service improvements, changes, and operational decisions.

Team & Vendor Management

  • Lead, develop, and prioritize the IT Applications Services team.
  • Manage external service providers and ensure service quality.
  • Drive accountability and performance across internal and external teams.

Continuous Improvement & Alignment

  • Drive continuous improvement of application services and related processes.
  • Align IT Application Services with business needs and strategic initiatives.
  • Work closely with IT Architecture, Digital Security, and IT Infrastructure teams to ensure alignment with enterprise architecture, security requirements, and technology standards.
  • Ensure coherence and integration of IT Application Services within the overall IT landscape.

Financial & Risk Management

  • Lead budgeting and cost optimization for IT Application Services.
  • Identify, assess, and manage IT risks related to application services.

Other Responsibilities

  • Lead DPD Baltics AI-related initiatives development and implementation.
  • Perform additional assignments as delegated by the IT Director in line with the role responsibilities.

Requirements:

  • Higher Education in IT or a relevant field.
  • At least 5 years of professional experience in IT applications management, software development, or related IT solution delivery roles.
  • Proven experience in an IT managerial or similar role.
  • Experience developing and executing IT application strategies aligned with business goals.
  • Experience managing external IT service providers.
  • Demonstrated ability to optimize IT processes, improve SLAs, and implement KPIs for service quality.
  • Knowledge of ITIL, COBIT, and related IT standards.
  • Basic knowledge of ISO, GDPR, and Information Security standards.

Knowledge, Skills, and Personal Qualities:

  • In-depth understanding of IT solutions development and maintenance processes.
  • Strong communication and presentation skills, with the ability to translate business needs into technical tasks and vice versa.
  • Strategic and analytical thinking, coupled with attention to detail and a results-oriented mindset.
  • Ability to collaborate effectively across teams, manage priorities, and make informed decisions.
  • Positive, proactive attitude with a focus on continuous improvement and problem-solving.
  • Ability to present ideas in a language understandable to business stakeholders.
  • Advanced English and Estonian language skills, both written and spoken.
