LOOKING FOR Data Analysis and Learning Expert

We as an international non-profit foundation are seeking applications from qualified candidates to fill a full-time position of Data Analysis and Learning Expert for our office in Tallinn. 

Position description 

As a nonprofit, nonpartisan organization working to strengthen and expand democracy worldwide, we seek committed and qualified candidates for the position of Data Analysis and Learning Expert to lead data analysis and learning tasks for a new international program. The  candidate will support three members of a consortium implementing the program.  We have established an extensive monitoring, evaluation and learning (MEL) system that includes multiple partners, regions, and activities utilizing diverse media monitoring and reporting tools. The incumbent will be responsible for managing the new data collection, analysis, and management system of communication messaging strategies and audience targeting and its roll out. This position is available for two years with the possibility of an extension.

Essential duties and responsibilities

  • Develop data collection and analysis strategy for rapid data analytics across multiple social media platforms to identify lessons learned on messaging strategies, including micro-targeting for subsets of a population. Rapid data analysis could include A/B testing of targeted message, cross-platform messaging analysis, and rapid qualitative data collection, among others for all consortium partners;
  • Adapt the strategy and the analysis plan in response to programmatic learning and changes in operating context;
  • Work with implementing partners and sub-awardees to gather and facilitate knowledge sharing on best practices and lessons learned from anti-war messaging;
  • Maintain strict data quality, confidentiality and security standards; establish and maintain protocols for data collection and data entry;
  • Support colleagues and partners in identifying, developing and utilizing performance monitoring tools and systems to strengthen program management and donor reporting;
  • Guide consortium and local partner staff in protocols for data collection, management and entry; develop and lead MEL training programs for local partners organizations;
  • Develop and maintain a uniform and consistent data collection and reporting methodology and schedule, and ensure consistent and timely application of all data systems and standards including timely reporting of different steps and phases.

Requirements

  • Preferably a minimum of seven (7) years of experience conducting complex data analysis, including analysis of social media and other discreet messaging and targeting different audiences. Candidates with experience managing audience data with/for media organizations are strongly preferred. 
  • Strong preference for candidates with prior experience working with other international donor organizations, as well as in restricted contexts and/or with hard-to-reach audiences.
  • Fluency in English. 
  • Candidates that demonstrate proficiency or fluency in Russian.   
  • Ability to occasionally travel abroad, mainly within the Eurasia region.
