Temporary Project and Budget Management Specialist

Job Description

Serves as the Office of Defense Cooperation (ODC) Budget Analyst and Program Specialist for Foreign Military Finance (FMF)/Foreign Military Sales (FMS) and Humanitarian Assistance (HA) Programs. Mission’s leading Locally Employed Staff subject matter expert on Department of State (DoS) and Department of Defense (DoD) funded Security Assistance and Grant programs. The Specialist participates in all programmatic, management, technical and financial aspects of Mission Security Assistance sector activities, to ensure that Agency results and objectives are accomplished within Mission and DoD programmatic and financial guidelines and regulations. Specialist’s assigned responsibilities include office budget management, financial planning, allotment accounting, and voucher auditing.

Requirements

- Two-year minimum of progressively responsible experience in budget work and accounting together with 3-5 years of project management or business administration experience is required. 

- University Degree required in business administration, economics, finance, public administration, humanities, international trade, law or politics.

- Level IV (fluent) English and Estonian language proficiency is required in speaking, reading, and writing and knowledge of technical terms relevant to the position.

- The Specialist must have excellent communication skills, computer and internet skills, and the ability to obtain, analyze, and evaluate a variety of data; and to be able to organize and present findings in meaningful terms to others.

- The position demands self-direction, independent judgement, problem-solving skills, communication, and negotiation skills, both verbally and in writing; and, the ability to plan and organize complex projects is required.

- Must possess valid Estonian category-B driver’s license.
