Job Description

    2. Purpose of the post Responsible for managing the Client Computing team, in charge of IT operations and engineering activities on IT client devices (desktop, laptops, thin clients, mobile phones etc.) and printers including second level support to end users. 3. Tasks and responsibilities The successful applicant will have the following main tasks and responsibilities:
  • Overall planning, coordination, prioritisation, scheduling, and quality control on the engineering and operational activities of the Client Computing team including participation in 24x7 support coverage;
  • Management of internal projects regarding the technical maintenance and new implementations of client equipment and software, and system management tools;
  • Management of suppliers of IT products and services;
  • Defining products and services requirements in tender processes and evaluation of tender offers;
  • Planning, procurement, installation and maintenance of the technical client infrastructure, products and services for and on behalf of Europol customers;
  • Manage the allocation of IT budget ensuring the proper levels of cost-effective solutions for the area the group is responsible;
  • Develop procedures, propose and implement new tools and working practices, for the continuous improvement of the efficiency and quality of service in the area of responsibility;
  • Supervise the end user request process in the areas related to the end user hardware and software;
  • Ensure that adequate and up to date documentation is produced and maintained within the team, including technical standards for the configuration of client devices;
  • Development and maintenance of a customer relationship management spirit and approach;
  • Provide awareness to end users on IT related topics;
  • Plan and implement measures to safeguard the security, reliance and continuity of IT services for which the group is responsible;
  • Ensure the technical and personal development of the team members;
  • Coach for performance, motivating team members in order to ensure good levels of effectiveness and efficiency;
  • Perform a first level assessment of the team members.


    4. Requirements 4.1 Eligibility criteria: a. Candidates must
  • Be a national of one of the Member States of the European Union and enjoy full rights as a citizen;
  • Have fulfilled any obligations imposed by the applicable laws on military service;
  • Produce appropriate character references as to the suitability for the performance of the duties;
  • Be physically fit to perform the duties pertaining to the position;
  • Produce evidence of a thorough knowledge of one of the languages of the Communities and a satisfactory knowledge of another language of the Communities to the extent necessary for the performance of the duties.
  • Possess a level of education that corresponds to completed university studies attested by a diploma when the normal period of university education is 4 years or more, preferably in the area of Computer Science/Engineering or equivalent academic ar OR Possess a level of education which corresponds to completed university studies attested by a diploma, preferably in the area of Computer Science/Engineering or equivalent academic area and appropriate professional experience of at least 1 year when the normal period of university education is at least 3 years; 4.2 Selection criteria: a. Professional experience: Essential:
  • Have 9 years experience with an IT Client Computing support out of which at least 3 years experience with a Client Computing Management role in an IT organisation;
  • Good knowledge and experience with Client Computing management procedures.
  • Working experience in the definition and management of outsourced services including the definition of SLAs and management of contracts performance. Desirable:
  • Project management experience. b. Professional knowledge: Essential:
  • Knowledge of public sector procurement rules;
  • Knowledge of process design and operations, preferably based on ITIL framework. Desirable:
  • At least one ITIL certification from an accredited institute;
  • Knowledge of Altiris;
  • Knowledge of End Point security solutions;
  • Knowledge of modern audiovisual and conference solutions. c. Technical skills and competencies: Essential:
  • Deployment and maintenance of MS Windows Operating System and applications;
  • Virtualisation technologies;
  • Monitoring systems, software re-packing techniques, software distribution tools and remote assistance tools;
  • Configuration management tools;
  • Excellent communication skills in English, both verbally and in writing. Desirable:
  • Project management skills; d. Social skills and competencies: Essential:
  • Possess excellent oral and written communication skills;
  • Ability to work in a team and to achieve goals;
  • Ability to organise and manage own time and workload, including the ability to cope with stress in relation to demanding tasks, heavy workload and time pressure;
  • Good analytical skills in order to manage complex issues and to define action plans including the management of priorities;
  • Have a high level of initiative;
  • Working experience in a multi-disciplinary, multi-cultural and international environment.
  • Negotiation skills.

5. Salary Scale: AD 8 The basic monthly salary is EUR 6181,38 (step 1). In addition, if applicable, allowances such as expatriation allowance, household allowance, dependent child allowance and education may be granted. Europol offers a comprehensive welfare package comprising additional benefits such as medical insurance, unemployment and invalidity allowance as well as a pension scheme. Salaries are subject to a community tax but exempt from national taxation. 6. Terms and conditions 6.1 Probation period Engagement for this position is subject to the successful completion of a probationary period of 6 months. Within this period the successful candidate will have to undergo a post-related security screening. Europol reserves the right to terminate the contract of employment during or at the end of the probation period in accordance with Article 14 of the Conditions of Employment of Other Servants of the European Communities (CEOS). 6.2 Security screening and certificate of good conduct In order to ensure that all candidates who have successfully passed a selection procedure comply with the security standards and do not have a criminal record we request all successful candidates to apply for a “certificate of good conduct” at the time an offer of employment is made. The certificate of good conduct provides evidence that the candidate is suitable to be employed by Europol. However, the certificate of good conduct does not substitute a full security clearance that must be carried out for all Europol staff in accordance with the clearance level determined for the position. 6.3 Contract of employment The successful candidate will be recruited as Temporary Agent AD 8 pursuant to Article 2 (a) of CEOS, for a period of 5 years. The contract may be renewed. The place of employment will be The Hague, The Netherlands.
