Context:

IOM Country Office in Estonia is looking for a consultant, who will assist IOM Estonia in identifying and developing new project proposals in the field of migration in Estonia. The successful candidates will receive induction and will work under direct supervision of the Head of Office in Tallinn.

Core Functions/ Responsibilities:

The Consultant will be responsible for conducting the following assignments:

 

  • Identify programmatic opportunities and explore funding possibilities for projects to be implemented by IOM Estonia; provide regular updates to IOM Finland/RO Brussels on opportunities identified and devise fundraising strategies.
  • In close coordination with relevant units at IOM Finland and the Regional Office (RO) in Brussels, and in line with the IOM Project Handbook, develop concept notes and project proposals (incl. budgets) with a particular focus on Assisted Voluntary Return and Reintegration (AVRR) from Estonia.
  • Ensure that project submissions/applications to donors are complete and in line with donor requirements, and coordinate submission to donors in a timely manner.
  • Collect, update, and store relevant data and documentation on project development.
  • Contribute to the further development of Monitoring and Evaluation approaches and tools applied in IOM Estonia’s project, based on relevant IOM strategies and guidance.
  • Participate in the preparation of donor reports according to agreed schedules, with a particular focus on collecting and summarising relevant data and drafting narrative reports.

 

Requirements

Required Qualifications and Experience

  • Being capable of working in a multicultural environment
  • Excellent communication skills (written and oral),
  • Experience in drafting analytical and field research based reports
  • Good presentation skills; ability to present in public forums;
  • Proven track record of project development
  • Ability to handle confidential and sensitive information;
  • Good level of computer literacy;
  • Ability to work under pressure

 

Languages:

  • Fluent command of written and spoken Estonian
  • Fluent command of spoken and written English
  • Any other IOM official language is an advantage.

  • Appointment will be subject to certification that the candidate is medically fit for appointment, does not hold a criminal record and verification of residency, visa and authorizations by the concerned Government, where applicable.
