NATO CCDCOE Law Researcher (International Law and Cyber Norms Development)

Job Description

CR14 is looking for a researcher to provide research, analysis and consultation to NATO and Nations on various bodies of international law related to cyber security and analyses relevant States’ practice and the emerge of new norms of behaviour for cyber domain.
Key responsibilities:
- Lead NATO CCDCOE projects as a Subject Matter Expert and/or Project Lead;
- Conducting rigorous and independent academic research to identify key issues and trends in the field of cyber security;
- Writing high-quality academic publications that support research projects and present findings to stakeholders and customers;
- Delivering effective briefings and lectures to targeted audiences to raise awareness and understanding of cyber security issues;
- Providing legal expertise to support the planning, execution, and development of national and international conferences, seminars, meetings, and educational courses related to cyber security, including those organized by NATO and its member nations.

Requirements

Qualifications:
- National or international cyber security related background and expertise in law or policy domains;
- Experience with norm or concept development related to cyber security;
- Minimum 5 years of practice and proven experience carrying out independent research;
- Master’s degree or equivalent in public international law or other related legal domain;
- Effective communication and interpersonal skills;
- Fluency in English is mandatory, proficiency in Estonian is a plus.

Position requires NATO SECRET Security Clearance or willingness to apply for it.
