Job Description

The Human Resources Unit is responsible for the efficient and effective recruitment, development and training of Europol staff. One main task is the management of personnel and salary administration as well as the working conditions.
Purpose of the post:
Under the supervision and guidance of the Head of the Human Resources Unit, the successful applicant will manage and provide legal advice with regard to the personnel administration of Europol, thus implementing the Europol Staff Regulations and the rules and policies based on them.
Main tasks and responsibilities:
The post holder will mainly be responsible for both the personnel and salary administration within the Human Resources Unit, which includes the supervision of junior staff. More in particular, he/she will be responsible for:

  • participating in the elaboration and implementation of the Human Resources Strategy and Europol Personnel Policy;
  • identifying and analyzing human resources processes with regard to their consistency with the Europol Staff Regulations and other legal acts and policies;
  • managing and providing advice on the administration of all personnel administration matters, including in particular contracts, salaries and benefits, claims for reimbursements of Europol officials and of local staff, and the handling of further requests in accordance with the Europol Staff Regulations and corresponding rules and policies;
  • evaluating the Staff Regulation of Europol from the viewpoint of the Human Resources Unit; participating in working out proposals for their amendment;
  • elaborating fundamental policies and general guidelines aimed to improve the regulations applicable to Europol officials and local staff members;
  • maintaining contacts with the Dutch authorities, in particular relevant for Europol local staff members, and interacting with other external organisations operating health and safety insurance, pension fund, Dutch tax administration, etc.;
  • ensuring the preparation of periodic reports for the Europol Directorate related to the personnel administration (staffing, turnover, annual and sick leave etc.);
  • preparing and participating in internal and external meetings and conferences related to personnel administration, if required.


    Requirements

    General requirements:
    Candidates will be considered for the selection phase on the basis of the following criteria to be fulfilled by the deadline for this application::

    • be a citizen of one of the Members States of the European Union;
    • law degree obtained from a recognised university in the territory of one of the EU Member States; a postgraduate specialisation in the law governing international organisations, international civil service law or public labour law of Member States of the European Union would be a distinct asset;
    • at least 5 years of progressively responsible professional experience after obtaining the degree, of which at least three years in the areas of personnel administration, international civil service or similar, preferably in a managerial or senior position;
    • detailed knowledge of the case law governing the European public service ("fonction publique") would be a distinct asset;
    • experience in the administration of an international organisation and in the handling of internal requests would be a distinct asset;
  • thorough knowledge (oral and written) of at least two of the official languages of the European Union, including English;
  • familiarity in the use of PC hardware and software, preferably including Microsoft applications such as MS-Office.
    Skills and competencies required:
    Candidates selected on the basis of the above criteria will be evaluated according to the following selection criteria:
  • expertise (theoretical and practical) in a variety of issues related to personnel administration and HR management; previous experience in the use of HR IT systems would be an asset;
  • proven ability to reliably establish the rights and entitlements of staff on the basis of international Staff Regulations, preferably gained in the EU context;
  • knowledge of national and international laws and practices related to HR management;
  • ability to plan and organise tasks and projects;
  • ability to prepare clear and comprehensive reports and statistics;
  • understanding of personnel management principles and practices, also in more difficult and complex cases;
  • good oral and written communication skills;
  • good level of initiative and creativity, having the ability of being innovative;
  • ability to work in a team, to be stress-resistant even under high pressure of work, to have a solution-orientated approach to upcoming issues;
  • familiarity with Dutch labour law, or willingness to quickly acquire such knowledge, and with Dutch salary administration procedures and regulations would be an asset.


    Company offers

    Salary

    • scale: 6
    • basic salary: EUR 5.562,82
    • in addition, when relevant, family allowances can be granted::
    - 5% of the basic salary – household allowance,
    - EUR 275,59 – per dependant child,
    - EUR 898,69 – expatriation allowance.
    • social contributions and taxes have to be deducted from the above-mentioned amounts.
