The incumbent acts as the de facto Human Resources Officer managing post's HR program under the general supervision of the Management Officer. The incumbent supervises one HR/Payroll Assistant.

- A minimum of six years of progressively responsible experience in human resourses management.
- Bachelor's degree (or equivalent) in Human Resources or Business Administration.
- Level IV (Fluent) English and Estonian.
- Thorough knowledge of local labor law, tax laws, and other pertinent manuals of operation and administration related to HR operations, compensation, benefits, ethics, payroll, etc.
- Strong analytical, planning, and writing skills.
- Good knowledge of various HR software applications and advanced Excel skills.
